He obtained a “Sarjana Hukum” degree in 1977 followed in 1982, he achieved a “Magister Science in Administrative Law” degree, both from Airlangga University. In 1986, he also obtained a “Master of Laws” degree in International Legal Studies with special emphasize on International Business Transaction from American University, Washington, DC, USA. His dissertation dealt with “The Function of the Indonesian Patent Law in Technology Transfer to Indonesia” that resulted in his obtaining a “Doctor of Law” degree from Airlangga University in 1993. In 1989-1990, he carried out research on Patent Law in the Netherlands related to the preparation on his aforementioned dissertation.
He started in 1974 his professional career working as a faculty member of the law school, Airlangga University, and since 1987, began teaching International Business Transactions and Economic Law at the Graduate Law School, of the same university. During this period, he gained valuable experiences in an extensive range of projects and researches, such as being the legal advisor to the Economic Law and Improved Procurement System Project, which was under the Coordinating Ministry for Economic, Finance, and Development Supervision, which was sponsored by the US Government. Other projects include: (i) Patent Law can be utilized as a way of technology transfer, (ii) Regulating the debit card in Indonesia, (iii) The need for new Investment Law in Indonesia, (iv) The need for Competition Law in Indonesia, and (v) The inadequacy of the Indonesian Law concerning economic activities to cope with the economic globalization.
As a legal consultant, he has been responsible for the drafting of a number of contracts, either representing private sector or government, such as: Export Contract, Licensing Contracts, Ship Building Contract, Water Transmission Agreement, Ruislag ("asset exchange") case, and Venture Capital Case.

Received his bachelor degree from Gadjah Mada University, Faculty of Economics, majoring in Money and Banking in 1969. He received his Master of Arts in Economics from Duke University, Durham, North Carolina, USA in 1975.
He started his career for government as a staff Directorate General of Finance, Ministry of Finance, in 1969. Then he worked at Directorate General of Monetary, Ministry of Finance, and he was once appointed to be the Director of Investment and State of Wealth, then to be the Director of Financial Institutions and Accounting. In 1988 he was appointed to be the chairman for the Capital Market Agency until 1991.
Then he was head of Training Institutions, Ministry of Finance from 1991-1995. After that he was in charge of Ministry of Finance Think Tank, i.e. Fiscal and Monetary Affairs Institute from 1995 until 1998. Besides, he became the chairman of Indonesian Association of Economist, Jakarta branch, from 1988 to 1993. Then he became the chairman of Indonesian Association of Economist, Nation Wide, from 1993 until 2000. In 1993 he was appointed to be the chairman of Negotiation Delegate in Trade, Investment, Finance and Industry in Geneva, Switzerland. He was appointed to be a member of House of Representative as the chairman of Independent Faction from 1999 until 2001. He was once appointed to be the Secretary to State Minister of State Own Enterprise in 1998. Then he was appointed to be State Minister for Tourism, Arts and Culture, he was also appointed to be State Minister for Investment, and Minister ad interim for Justice Department. He was appointed to be the Minister for Forestry from March 2001 until August 2001.
He was member of Commissioner Board at bank in several banks i.e. BBD from 1981 to 1987, at Bank BDNI from 1983 to 1989 and at BDN from 1988 to 1998. He was appointed to be the fifth chairman of the Indonesian Forum Foundation from 1991 until 2000. He was an advisor at ABN-AMRO Bank, and International member of Advisory Board of NASDAQ n New York in 1994. He has been a Senior Advisor to Jakarta Stock Exchange Market since 1996 up to now, and a Senior Advisor at Ernst and Young, Singapore, in 1999. He joint the Grant Thornton Indonesia, from March 2002 until March 2003. Then with PT Moores Rowland Indonesia since March 2003 until present.
